Todd Howard Shares Insight on Iconic Fallout Line's Near Omission from TV Adaptation

Howard expresses relief that the iconic line 'War never changes' made the cut for the Fallout TV show after initial hesitation.

The iconic phrase from Fallout, which has traditionally kicked off every game in the series and is famously voiced by Ron Perlman, was almost excluded from the Fallout TV series due to concerns about its delivery.

Howard explained, “We discussed whether to include it at all because it might come off as forced. Ultimately, we wanted to find an impactful moment to say it.”

The phrase is delivered by Barb Howard in a scene where various executives at Vault Tec gather, and later echoed by Cooper, who overhears the conversation, marking its significance in the storyline.

This line resonates deeply with fans familiar with its foundational role in Fallout’s narrative, further enriched by Cooper’s background, including a war he fought before the nuclear events.

“We didn’t require it unless it made narrative sense,” Howard added, emphasizing authenticity in performance. Walton Goggins, portraying Cooper, related that he was unaware of the line’s significance during filming, which helped remove the pressure for its delivery. “This dialogue felt like one of the best I’ve had the chance to deliver in my career,” Goggins reflected.
